sparkle clean

Hi
This may sound such a a basic question but what is the difference between a sparkle clean and a builders clean or a normal clean.
I understand that sparkle would mean a better sparkle finish but why would you not always finish to this standard.

It the final clean of the unit after all snagging is completed prior to handover all the grime has previously been removed during the builders clean a final sanitize freshen up hoover and clean bathrooms kitchens etc
Allow around 40 to 50 percent of the cost of the builders clean
