GIA of Solihull College is approximately 35 000 m2.

description of these options: At the end of the initial 40 month contract
period the College reserves the option to extend the contract for a
further 24 months in two 12 month increments.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers
Information and formalities necessary for evaluating if requirements are
met: (1) Candidates must comply with the requirements of both Regulations
23(1) and 23(4) of the Public Contracts Regulations 2006.
All conditions are detailed within the Pre-Qualification documents.
III.2.2) Economic and financial capacity
Information and formalities necessary for evaluating if requirements are
met: (1) All candidates will be required to provide a reference from their
bank.
(2) All candidates with an annual turnover of less than GBP4million for
the last three years will be excluded.
(3) All candidates failing to provide evidence of the mandatory minimum
insurances (detailed below) or written confirmation that the required
cover can and will be obtained prior to contract award will be excluded.
(a) Employers Liability 10 000 000 GBP per incidence or occurance.
(b) Public Liability 10 000 000 GBP per incidence or occurance.
(c) Professional Indemnity 3 000 000 GBP per incidence or occurance.
(d) Property 20 000 000 GBP per incidence or occurance.
(4) Candidates may be required to provide statements of the cash flow
forecast(s) for the current year and bank letter(s) outlining the current
cash and credit position.
(5) Electronic copies of 3 years audited accounts for non UK companies or
non-UK ultimate holding / parent companies will be required.
(6) The College reserves the right to access and use as part of the
assessment any financial information held in the public domain (Companies
House or Credit Rating Agencies i.e. Dunn & Bradstreet).

III.2.3) Technical capacity
Information and formalities necessary for evaluating if requirements are
met:
(1) A statement of the candidate's average annual number of staff and
managerial staff over the previous 3 years.
(2) Details of the educational and professional qualifications of their
managerial staff; and those of the person(s) who would be responsible for
providing the services or carrying out the work or works under the
contract.
(3) A statement of any proportion of the contract which the [candidate]
intends to subcontract to another person.
(4) Candidates proposing to sub-contract any part of the services (other
than on an exceptional basis) will be excluded.
(5) Candidates will be required to provide a written and signed copy of
the [candidates] Health and Safety at Work statement as required by the
Health & Safety at Work Act 1974 and Management of Health and Safety at
Work Regulations 1999.
(6) All candidates will be required to provide certification from an
independent body attesting conformity to environmental management
standards in accordance with the European standard BS EN ISO 14001 or
details of how conformance to this standard is being achieved.
(7) Evidence of a Quality Management System conforming to BS EN ISO 9001
or equivalent will be required.

statutory obligations under the Equality Act 2010 and all other applicable
guidance, codes, legislation and regulations.

IV.1) TYPE OF PROCEDURE

IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate

Objective criteria for choosing the limited number of candidates:
Selection criteria will be a combination of the financial and non
financial factors listed below.
(1) Financial – evidence of good economic and financial standing. This may
entail independent financial checks. Candidates must provide evidence of
an annual turnover of a minimum of 4 000 000 GBP for the last 3 years to
be considered for further evaluation.
(2) Insurance - All candidates failing to provide evidence of the
mandatory minimum insurances (detailed below) or written confirmation that
the required cover can and will be obtained prior to contract award will
be excluded.
(a) Employers Liability 10 000 000 GBP per incidence or occurance.
(b) Public Liability 10 000 000 GBP per incidence or occurance.
(c) Professional Indemnity 3 000 000 GBP per incidence or occurance.
(d) Property 20 000 000 GBP per incidence or occurance.
(3) Experience of the educational environment in which the College
operates.
(4) Capability - evidence via demonstration of a proven track record and
success in providing similar services to those required.
(5) Capacity – evidence of resources available and core competencies.
(6) Quality Management Standards - evidence of robust Quality Management
Systems in place.
(7) Organisational data and other factors as detailed in the range of
Pre-Qualification Questionnaire (PQQ) questions.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION
(1) Candidates are required to register their interest in this exercise
via the myTenders website ONLY. The College will accept no responsibility
for failure to issue documentation to candidates failing to comply with
this request. The myTenders register of interest is a free of charge
service to all candidates.
(2) Candidates may register their interest throughout the advertisment
period 14.7.2011 until 18.8.2011.
(3) Late registers of interest may not be accepted. The College accepts no
responsibility for delays in responding to (or failure to respond to) late
requests for PQQ documentation. No additional time will be provided to
late entrants to complete PQQ submissions.
(4) Details of how to access and download the Pre Qualification (PQQ)
documentation from Solihull College will be issued simultaneously via
blind copy email on 19.8.2011.
To reiterate, please ensure that registers of interest are completed via
the mytenders website only.
(5) Candidates will be given 28 days to complete and return a PQQ
submission (subject to (6))
(6) Candidates will be able to view and download PQQ documents until the
closing date for receipt of PQQ submissions at 12:00 hours on 16.09.11.
Candiates who fail to return their submissions before the deadline will be
excluded from the process.
(7) Shortlisted candidates (following an evaluation of the PQQ) will be
invited to tender for this provision on 20.10.2011 (date is estimated).
