booster pump

my mate had a 2 man sytem fitted around 2 years ago when hes filling his tank the booster pump gets red hot within ten minutes of it running and the noise coming from it is if the pump aint getting much power to it .
swap the pump over and still the same .
battery is fully charged .
in line strainer his clean as are all the hoses .
allso the inline fuse is getting redhot , any ideas why this is happening ?
