 i think this document talks about how designers and architects should take into consideration how windows will be cleaned on buildings they design, windows installed that would be awkward to clean from exterior should be fitted with mechanisms to enable them to be cleaned safely from inside, this seems fine untill they fit them into buildings and they then become a health and safety issue as it is now possible for some idiot to open them and jump out so to solve this they usually bolt locks on so they can no longer be opened fully to clean from the inside ??? ???
 some of the modern buildings are a nightmare to access especially the galleries and open staircases that now seem common simple things could be put in place on these structures that would make cleaning them a doddle
 
better to remain silent and be thought a fool than to speak out and remove any doubt

before ye know it you will be paying extra for this industry standard from your own pocket. Why complicate things when it's better to keep it simple. All this NVQ and C&G is nonsense if ye ask me.
