II.1.5) Short description of the contract or purchase(s)
The Parliamentary and Health Service Ombudsman (PHSO) is seeking an
established cleaning services provider to manage and provide cleaning and
recycling services to our two offices in London and Manchester for a
proposed 3 year contract period with a further two optional 1 year
extensions with services commencing in may 2011.
A second contract will be awarded to the same supplier for cleaning
services to the Commission for Local Administration in England (Local
Government Ombudsman or LGO) for services to their premises in London and
Coventry under the same general terms and conditions.
PHSO/LGO is seeking to appoint a contractor who can deliver the cleaning
and recycling services to high standards and can demonstrate to the
satisfaction of PHSO/LGO a proven track record. The successful contractor
must be able to show a commitment to providing value for money and
effective services, meeting and maintaining key performance indicators.
Contractors will be require to complete a pre-qualification questionnaire
(PQQ) and the evaluation of this PQQ will establish those companies that
will be invited to tender.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope
PHSO currently has accommodation in Millbank Tower, London (on seven and
half floors and a total of 5,254 sq M and 321 FTE staff) and The Exchange,
Manchester (on two floors and a total of 1,538 sq M and 109 FTE staff).
LGO currently has accommodation in Millbank Tower, London (on two floors
and a total of 1640 sq M and 93 FTE staff) and The Oaks, Westwood Business
Park, Coventry (on two floors and a total of 1 400 sq M and 83 FTE staff).
Services to include:
— general evening daily cleaning,
— day cleaner (London only),
— periodic cleans (fridges, soft back chairs, sanitary disposal, deep
clean of toilets and tea points, internal windows and blinds, high level,
IT desktops, telephones, carpets),
— recycling (London only).
Material and equipment, monthly management and reporting (including
environmental in line with Environment Agency Standards).
The contracts will include flexibility to vary the scope in terms of
estate, staff and equipment, services required by waste or environmental
standards.
PHSO/LGO reserves the right to withdraw form this procurement procedure at
anytime without awarding a contract. Bidders are to be responsible for the
costs and expenses they incur as a result of participating in this
procurement process.

description of these options: The contracts will be for a period of 3
years from the commencement date, will have options to extend for a
further two 1 year periods, and a break point for the two and half floors
in Millbank Tower to coincide with a lease break-point in 2013. Any
extension to the respective contracts will be at the discretion of the
Parliamentary and Health Service Ombudsman or Commission for Local
Administration in England.

met: (1) All candidates will be required to produce a certificate or
declaration demonstrating that they are not bankrupt or the subject of an
administration order, are not being wound-up, have not granted a trust
deed, are not the subject of a petition presented for sequestration of
their estate, have not had a receiver, manager or administrator appointed
and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or
declaration demonstrating that the candidate, their directors, or any
other person who has powers of representation, decision or control of the
candidate has not been convicted of conspiracy, corruption, bribery, or
money laundering. Failure to provide such a declaration will result in the
candidate being declared ineligible and they will not be selected to
participate in this procurement process.
(3) All candidates will be required to produce a certificate or
declaration demonstrating that they have not been convicted of a criminal
offence relating to the conduct of their business or profession.
(4) All candidates will be required to produce a certificate or
declaration demonstrating that they have not committed an act of grave
misconduct in the course of their business or profession.
(5) All candidates must comply with the requirements of the State in which
they are established, regarding registration on the professional or trade
register.
(6) Any candidate found to be guilty of serious misrepresentation in
providing any information required, may be declared ineligible and not
selected to continue with this procurement process.
(7) All candidates will have to demonstrate that they are licensed, or a
member of the relevant organisation, in the state where they are
established, when the law of that State prohibits the provision of the
services, described in this notice, by a person who is not so licensed or
who is not a member of the relevant organisation.
(8) All candidates will be required to produce a certificate or
declaration demonstrating that they have fulfilled obligations relating to
the payment of social security contributions under the law of any part of
the United Kingdom or of the relevant state in which the candidate is
established.
(9) All candidates will be required to produce a certificate or
declaration demonstrating that they have fulfilled obligations relating to
the payment of taxes under the law of any part of the United Kingdom or of
the relevant state in which the economic operator is established.

Justification for the choice of accelerated procedure: As per European
Commission's guidelines given the current economic climate, a faster
procurement of this service will benefit the economy by providing a
quicker distribution of public funds into the market (see OGC policy
information note 01/09 14.1.2009).

Objective criteria for choosing the limited number of candidates: Criteria
