II.1) DESCRIPTION

Provision of a daily cleaning, refuse management and periodic window
cleaning service to the City of Westminster Housing Land.

The contract covers approximately 9,266 dwellings of the City Councils
general housing stock and a further 2676 units currently receive either no
service or through alternative means but may require services during the
life of the contract.
Approximately 98 % of the dwellings covered by the contract are flats in
purpose built blocks situated across 8 estate areas known as villages
which are divided into 2 areas, "Central" and "South". The villages
include some 246 street properties, consisting of flats in converted
houses, some of which will require a cleaning service.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope
The contract covers approximately 9,266 dwellings of the City Councils
general housing stock. A further 2676 units currently receive either no
service or through alternative means but may require services during the
life of the contract.
Approximately 98 % of the dwellings covered by the contract are flats in
purpose built blocks. There are approximately 246 street properties,
consisting of flats in converted houses, some of which will require a
cleaning service for their common stairs cases and landings.
There are 2 high rise blocks of over 10 storeys with the remainder
consisting mainly of purpose built 3 7 storey blocks.
The blocks were built between 1900 and 1970 and are situated predominantly
on estates with external paved areas and hard surfaces, open green spaces
and playgrounds, open stairwells & balconies with concrete, tiles or
tarmac surfaces, internal stairwells and balconies with tiled or vinyl
flooring, glazing and car parking areas.

2. In April 2002, Westminster City Council established an Arms Length
Management Organisation (ALMO), CityWest Homes Limited, to manage its
housing stock. CityWest Homes Limited is a local authority controlled
company that is solely owned by the City Council. CityWest Homes will act
as the City Councils agent for all aspects of this procurement process,
including preparation and evaluation of this Pre-qualification
questionnaire, the Tender Documents, and award recommendations to elected
members of the City Council;
3. TUPE may apply to the services;
4. CityWest Homes will consult with residents during the procurement in
accordance with relevant UK housing legislation and the EU Procurement
Rules. Selected tenderers may be required to make presentations to tenant
representatives and other stakeholders.
