i checked every thing it was me and i had moved address around the same time will pay the fine and have to work harder to make the money back but i would never let them in i locked the door behind me

Clearly it was the house move that caused it then.  You'd think there would be some system in place for tracking people before resorting to bailiffs.  Mind you, I suppose having mail redirect for a few months would be a good idea too - especially for the self-employed.  I'm wondering if the new residents bothered to do the "NOT KNOWN AT THIS ADDRESS" bit and reposted it.

A lot of Baliffs are no more than freelance licensed debt collectors and as such are little better than wheel clampers.
Not all baliffs are the same. There was a programme on TV a while back who had his car seized by some firm of baliffs because of fines incurred by the previous owner. The owner of the firm of baliffs was like a night club bouncer.
