If you're in a flat with a concrete floored balcony you should be fine.

As long as the end of the hose is lower than the balcony it will syphon, no matter how many ups and downs in between.
As suggested above block the end of the pipe and fill it with water before putting it into the barrel, as soon as you unblock it, water will flow.
