If you are after cheap then
Ex post vans are bright red, slow, but very very cheap
The LDV pilot is a favourite of mine last one I bought 5 years old, 33k miles years MOT £1900
Oh and I forgot they are also very ugly

This a good choice for a small van. You get 5 seats and enough space for 300 litres of water.
Citroen Dispatch is another firm favourite as they start at less than £1000 and have decent payloads.
If you are OK with a small van then the Suzuki Carry van is very compact and can easily carry a flat 250 litre tank with stacks of space left over. You will not break any speed records but very practical.
