Found this document for w/c from Moyle council, interesting the questions
are directed also to the tenant / home owner.

The responsibility of a safe enviroment lays with the home owner :-

If this was issued to all houses in the UK would make some people think in
stop putting obstacles in front of windows and then expect you to clean them.
