sounds like poor workmanship to me
depends on what its sprayed with as to whether it will last - odds are this time next year they will look $h!t

the paint spray will chip off in time..i had a customer who accused me of taking some paint off her soffits and gutters on her bungalow a few years ago just after this guy had sprayed them a few days earlier...id been nowhere near her gutters so i know it wasnt me.....i just dumped her and told her why! ;D
price higher/work harder!

I hate cleaning these types of windows, always worried the paint is going to start peeling once you put the brush on the frame.  :-\
