I buy either north face or salomon  goretex walking shoes, cost around £90 ,last me about a year

ive always found Haix boots to be the best and most comfortable, not the cheapest but they are great quality and light to wear.

They need breaking in, but once that's over with, they're a comfortable and totally waterproof boot that should last for a good few years.

Stick a bit of polish on them.

Wear them with decent socks (I buy army socks too).
Goretex lined, not Goretex.

Ive tried all sorts of boots but by far the best for me have been Meindl Bhutan MFS Walking Boots. They're a bit pricy at around £180 but they last me around 18 months of daily wear & are as tough as... well, old boots  ;D
They have a GORE-TEX membrane for waterproofing and a Memory Foam System that replicates the shape of your foot at the ankle, collar and tongue zones for a comfortable, perfect fit.
In my experience, you buy cheap, you buy twice.
