What's happened there.
Has the home owner cleaned it themselves then sealed it?

I would guess over seal with acrylic over poly

im not too sure to be honest it got posted on one of the facebook group pages called pride in the port i think on facebook my town is called ellesmere port i got tagged in it to see if i could help

Scrape some off and see if it melts into solution with xylene - it will not if its a polyurethane.
