II.1.5) Short description of the contract or purchase(s)
King"s College London has made the decision to move away from its current
model, and move to a budget based model for the provision of Cleaning and
Associated Services. The budget based model will also incorporate a
semi-comprehensive reactive cleaning element (items up to £250), and will
be supported by a year one innovation and continuous improvement fund to
be used to support the successful bidder in the re-defining of the service
model, re-tooling of the operation, and investment in mechanisation. An
innovation and continuous improvement fund will be provided in the first
year of the contract. Further details can be found in the PQQ Guidance
document.
The King"s College London estate is constantly in flux, as new
developments are completed and other facilities are taken out of service
for disposal or refurbishment. As such the successful bidder should expect
buildings to be added and removed from the portfolio throughout the life
of the contract. These additions and omissions are driven by the Colleges
Capital plan, and the successful bidder should expect to receive a minimum
of 6 months notice wherever practicable.

II.2) Quantity or scope of the contract
II.2.1) Total quantity or scope:
The initial term of the contract shall be for 3 years, with 2 further
extensions, each of 2 years awarded at the College?s discretion for a
maximum contract length of 7 years. The College believe that this
long-term commitment demonstrates it?s resolve in the appointment of a
true long term strategic partner for the provision of cleaning and
associated services.
Core Contract Requirements:
The service shall include, but not be limited to the following core
elements:
General cleaning and janitorial services;
Periodic and deep cleaning;
Window cleaning;
Supply and management of cleaning and washroom consumables;
Sanitary bin services;
Odour control;
Internal transportation and of management of waste and recycling;
Semi comprehensive reactive cleaning services (up to GBP 250 per item);
Student Computer Rooms and PC's.
The following items are specifically excluded from the core service, and
unless otherwise stated shall be provided by the successful bidder on a
cost plus basis:
Reactive cleaning services (items in excess of GBP 250 per item);
Hotel services to the residences during the summer lettings period;
Furniture moves and disposal.
All Services within New Hunts House and the Franklin Wilkins Building
(Covered by existing PFI arrangement) the Contract Value is estimated at
£3m per annum excluding VAT. Further detail is provided in the PQQ

authority will incorporate a minimum 10-calendar-day standstill period at

tenders. This period allows unsuccessful tenderers to seek such
information as included in the Public Contracts Regulations 2006 (as
amended). If an appeal regarding the award of this contract cannot be
resolved, the regulations provide for aggrieved parties to take action in
