III.2.2) Economic and financial ability
Information and formalities necessary for evaluating if the requirements
are met: Financial Information is for evaluation purposes on a pass / fail
basis. The minimum requirements of this PQQ are:
— Insurance: GBP 5,000,000 public liability insurance and GBP 5,000,000
contents insurance to cover any assets on site for any other reason;
— An assessment of the companies financial standing including the
calculation of financial ratios and previous comparable contract values.
III.2.3) Technical capacity
Information and formalities necessary for evaluating if the requirements
are met:
Technical Experience will be used for the evaluation of PQQ submissions,
based on the marking scheme below. Each submission required as defined
below should not be more than two A4 pages in length of Arial 10 point
font. The school will seek further more extensive submissions at the
evaluation of actual tendered prices received. Suppliers will be marked
on:
— Relevance of references to the project (5 %)
— The school places a high value on the quality of cleaning outcomes and
considers that management and supervision arrangements are key to
achieving those standards. Applicants are asked to set out their
management and supervision arrangements that the contractor will rely on
to achieve the standards required by the specification with a minimum 95 %
score at all inspections by our monitoring team. This should include
arrangements from head office down to cleaners and the expected
involvement of senior staff to monitor progress. (30 %)
— Experience by other parts of City of York Council has encountered
problems recruiting and retaining good staff for this type of work. The
School is concerned to ensure that suitable staff committed to the school
are recruited and retained. Applicants are therefore asked to briefly set
out how they intend to ensure the recruitment and retention of staff able
to demonstrate a high degree of commitment to the school and meet the
service standards demanded. (30 %)
— A further commitment to quality of service is determined by the pricing
document set out in the specification. This requires Applicants to set out
the discount to be applied to the full contract price payable on
performance levels of 97 % and above (as determined by an independent
inspection regime). Applicants are therefore asked to provide demonstrable
experience of delivering term contracts where the payment to the
contractor is determined by performance. Further, the degree to which the
contractor was paid less than 100 % of the contract price following the
assessment of their performance should be stated where this is the case.
