Where did it say there'd be less ladder regulation?  And I'm sure the current ruling on ladders, the WAHR, is an EC Directive.

I don't think this affects us.

Politicians always lie or at the very best, twist the truth and breaking promises is what they excel at.

Plus the sentence:

'He will say: ‘We will scrap overzealous rules which dictate how to use a ladder at work or what no-smoking signs must look like.'

That could mean that only over zealous rules will be scraped while non over zealous rules won't be, or that all rules to do with ladders will be scraped.

As usual with a politician, it's as clear as mud.

Anyway, as stated by Tosh above, the regulations come from the EU and not from Parliament.

On top of that, it hasn't been said yet.
