The handle on the 10" stairs tool is about 12/14" in length, it has also got a Grab handle on it  so I suppose you could call it a short wand!!.

Sounds like what i'm after, does it have a swivel head so you can do the risers as well or is it fixed???

The answer to your question "Does it have a Swivelhead?" is "No", these are available for about £245.00 + vat from various suppliers.
