Description of the contract:
The awarding authority, working with the Cornwall Community Flood Forum, seeks to invite, suitably experienced and qualified organisations, to deliver a leaf litter clearance pilot project, in three
towns in mid-Cornwall. The aim is to remove and compost leaves from streets, above flood zones, using community volunteers and/or the Community Payback scheme and evaluate the outcomes.
Detailed Description: Cornwall Community Flood Forum (CCFF) and Cornwall Council (CC) have successfully attracted #238K of DEFRA funds to Cornwall to test projects that enhance community resilience to
actual or possible flooding. Please refer to the following link for further information about this recent award,
http://www.cornwall.gov.uk/default.aspx?page=33879 The leaf litter clearance project is scheduled to take place in the autumn of 2013.
The budget for this project is up to a maximum of #20K, excluding VAT.
The project is proposed to last for approximately six months, including the evaluation element of the exercise.
It may be possible to repeat the project over the autumn of 2014, if extra funding can be released. The successful provider will be required to give demonstable experience of recent, successful,
similar community engagement type projects, working on and alongside the highway, and also a good level of waste management knowledge and experience.
Creating a safe working environment for volunteers will be key to this project's success and appropriate training and equipment will need to be provided by the appointed organisation.
Being a pilot project, it will be subject to considerable external evaluation, which will require the provider working closely with the Defra appointed consultants who will be assisting in overseeing
the delivery of the projects DEFRA are funding.
Excellent project evaluation skills will be essential as the evlauation requirements will have to largely be designed into the project. Other key partners, that it will be necessary to engage with
during the project, will be Cormac Solutions Limited and Cory Environmental Limited.
The appointed organisation will need to report, as required, to the Cornwall Community Flood Resilience Project Management Group.

In the interim a more detailed project brief and associated provider quotation documents are in the process of being drafted and finalised for issue to interested parties.
