Flagged or flocked bristles have slightly crushed or frayed tips to them which makes them softer and cover more area whilst cleaning.

This means that they scrub more effectively, but the downside is that they do hold on to dirt which means that they are not as suitable for rinsing on the glass.

By comparison a mono-filament bristle has a single intact cut end.
