Somer Housing Group ("SHG") is the collective name for one of the largest
housing association groups in the South West. It comprises of Somer
Housing Group Ltd ("SHG Ltd") a non-asset holding parent company, Somer
Community Housing Trust ("SCHT") the major asset holder, Redland Housing
Association ("RHA") and Shape Housing Association ("Shape"). SHG Ltd will
be acting as a procurement agent on behalf of SCHT, RHA and shape for this
tender process.
SHG is seeking to procure internal and external cleaning services which
meet business needs and customer requirements through:
— the delivery of timely cleaning services for a range of residential
communal areas within properties owned or managed by SHG,
— the delivery of timely office cleaning services to the SHG Head Office
in Bath and to 4 local service centres,
— the delivery of timely window cleaning services to residential and
office buildings across the SHG area,
— the delivery of fabric and carpet cleaning services to office buildings,
communal areas within sheltered housing schemes and other locations as
required on an ad hoc basis.
The successful providers will enter into a contracts divided into 10 lots.
One provider will be appointed in each lot.
Potential service providers can tender for one or more lots as set out
within the PQQ documentation.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required
The specific requirements of SHG will be set out in the contract
documentation and may include performance bonds and/or parent company
guarantees and/or other forms of appropriate security.

reference to the relevant provisions regulating them
Payments will be made in arrears on a monthly basis for services completed
in accordance with the contract documentation.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded
No special legal form is required. However, if a consortium submits a
tender which is acceptable to SHG, SHG may require the consortium to form
a legal entity before entering into a contractual arrangement. Joint and
several liability of all consortium members may be required (and/or
guarantees and/or undertakings by some or all consortium members is
respect of some or all other consortium members may be required.

met: (1) All candidates will be required to provide a statement, covering
the 3 previous financial years including the overall turnover of the
candidate and the turnover in respect of the activities which are of a
similar type to the subject matter of this notice;
(2) All candidates will be required to provide statements of accounts or
extracts from those accounts relating to their business.

Neither Somer Housing Group nor any of their agents or advisors will be
responsible for any costs or expenses incurred by organisations in
participating in the tender process and responding to the PQQ. SHG will
not be bound to accept any tender. SHG reserves the right at any time
without notice and without liability to any bidder to:
(i) withdraw from and/or abandon and/or defer this tender process at any
time; and
(ii) not to award any contract as a result of this tender process.
The Purchasing Authority is acting on behalf of the following

The contracting authority considers that this contract may be suitable for
economic operators that are small or medium enterprises (SMEs). However,
any selection of tenderers will be based solely on the criteria set out
for the procurement, and the contract will be awarded on the basis of the
most economically advantageous tender.
