Definitely.
If you REALLY want them to work, get together with a couple of other small business owners in your area every month and agree what you all plan to do - e.g. new leaflet design/phone ten companies, etc. Then check back with each other at your next meeting. You'll be amazed what the peer pressure does in terms of motivation to complete the tasks.
I meet a lawn care guy and a marketing consultant for a pint once a month in this way and it works wonders. Lots of things get done in the couple of days before we meet that would otherwise have been left to drift (all three of us admit to that).
