Herefordshire, Worcestershire, Birmingham and West Midlands and the
delivery of window cleaning and grounds maintenance services to properties
and schemes across Coventry as more particularly described in the
individual lots.
The scope of this procurement (and subsequent contract(s)) will initially
be as outlined above. The authority reserves the right to add other
properties in other areas in which we have, or may have in the future, a
vested or contractual interest.
As the Contracting Authority is purchasing on behalf of other Contracting
Authorities, namely the current members of WM Housing Group Limited as
identified at VI.3 and in the individual lot specific information at
Annexes B(1) – (14) and on behalf of future members of the WM Housing
Group Limited as described in VI.3, all of these organisations will be
entitled to use the services of the contractor appointed and may for that
purpose join in the contract to be entered by the Contracting Authority
with the successful contractor, or alternatively issue orders for the
supply of services in accordance with its terms”.

Limited will incorporate a minimum 15 calendar days standstill period at
the point information on the award of contract is communicated to
tenderers. This period allows unsuccessful tenderers to seek further
debriefing from the Contracting Authority before the contract is entered
into. If an appeal regarding the award of contract has not been
successfully resolved, the Public Contracts (Amendment) Regulations 2009
(SI2009/2992) provide for aggrieved parties who have been harmed or at
risk of harm by breach of the Rules to take action in the High Court
(England, Wales and Northern Ireland). Any such action must be brought
within 3 months. Where a contract has not been entered into, the Court may
order the setting aside of the award decision, or order the Contracting
Authority to amend any document and may award damages. If the contract has
