Did they not ask for the certain details to be provided and broken down to the last penny?

Ill give you a basic idea on here.

1. Introduction
2. Relevant Experience to show why you should be considered
3. The scope of works also what is not covered Sometimes even how you intend to carry out these tasks
4. Complete break down of costs. Here I do mean a complete break down to the very last penny. This might even include a detailed report of costs for waste disposal that you are being charged.

This will include what you are paying you staff and insurance - I mean every penny needs to be accounted for. (You should have a list of what they are asking for if it is a tender)

On certain tender - not all you are advised as well what an acceptable % is allowed for profit & a % for an increase over a certain period.

Include relevant risk assessments & insurance

Is it a government or NHS tender? As ITT sounds like a electronic tender. You wil need to include all your policies such as H&S, Enviromental, management structure chart etc. It all depends if it is a tender or a quote. You have to have certain things before you can get to the last 3 for a face to face interview and thenit will come down to price.
