II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope
The provision of building cleaning services will be to Cheshire Police
Authority locations which are within the four unitary authority areas of
Cheshire West & Chester, Cheshire East, Halton and Warrington. (The Force
Headquarters at Winsford is excluded, as this is subject to Facilities
Management under a PFI Contract). It will also include the Air Support
Unit at Hawarden (Chester) Airport. For management purposes, the building
cleaning service is split into 3 geographic areas: Eastern, Western,
Northern. There are also specialised buildings e.g. Custody Suites,
Tactical Training Unit, Air Support Unit and a Dog Training Section.The
Authority will not consider bids for individual locations/buildings or
cleaning tasks however a sub-contracting approach will be considered,
subject to the tenderer providing satisfactory evidence of performance
control arrangements. Building cleaning services will be required to cover
the following:
1. General office accommodation and public areas;
2. Toilets, bathrooms, showers and drying rooms;
3. Kitchens, dining rooms, meal rooms, tea stations;
4. Custody suites including medical rooms;
5. Sports hall, multi-gym, fitness rooms;
6. Public order arena and firing range;
7. Internal and external window cleaning;
8. Periodic deep cleaning e.g. kitchens, carpets.
The contract will include:
1. cleaning materials and equipment;
2. washroom and kitchen consumables, dispensers, hand driers and
equipment;
3. feminine hygiene services. A service will be required 24 hours of the
day, 365/366 days of the year, to cover emergency call-out requirements.
This will mainly be to cover services required for Custody Suites although
other areas may be involved. A helpdesk will be required. Buildings may be
used 24 hours as day and therefore non-emergency call-out services will be
required to fit in with local operational requirements. Although the
majority of locations will only require a cleaning service Monday –
Friday, there are buildings/locations which will require a service
Saturdays and Sundays. A service on Public Holidays may be required for
certain areas.

of 3 years - 1.7.2011 – 30.6.2014. There will be the option to extend the
contract for a further two periods of 12 months at the discretion of the
Authority and with the agreement of the Supplier.

met: Any supplier may be disqualified who:
(a) is bankrupt or is being wound up, where his affairs are being
administered by the court, where he has entered into an arrangement with
creditors, where he has suspended business activities or is in any
analogous situation arising from a similar procedure under national laws
and regulations;
(b) is the subject of proceedings for a declaration of bankruptcy, for an
order compulsory winding up the administration by the court or of an
arrangement with creditors or of any other similar proceedings under
national laws and regulations;
(c) has been convicted by a judgment which has the force of res judicata
in accordance with the legal provisions of the country of any offence
concerning his professional conduct;
(d) has been guilty of grave professional misconduct proven by any means

Article 3 of the Council Act of 26.5.1972 and Article 3(1) of Council

(j) has been the subject of a conviction for fraud within the meaning of
Article 1 of the Convention relating to the protection of the financial
interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined

certification or, failing this, simply by a declaration by the economic
operator;
(c) an indication of the technicians or technical bodies involved, whether
or not belonging directly to the economic operator’s undertaking,
especially those responsible for quality control and, in the case of
public works contracts, those upon whom the contractor can call in order
to carry out the work;
(d) a description of the technical facilities and measures used by the
supplier or service provider for ensuring quality and the undertaking’s
study and research facilities;
(f) the educational and professional qualifications of the service
provider or contractor and/or those of the undertaking’s managerial staff
and, in particular, those of the person or persons responsible for
providing the services or managing the work;
(g) for public works contracts and public services contracts, and only in
appropriate cases, and indication of the environmental management measures
that the economic operator will be able to apply when performing the
contract;
(i) a statement of the tools, plant or technical equipment available to

Objective criteria for choosing the limited number of candidates: As set
out in the pre-qualification questionnaire. The 5 economic operators with
the highest score from the pre-qualification questionnaire will be invited
to tender. In the event of tied scores, ranking will be determined by
ordering linked to the highest score for section 3.1. Should this still
result in tied scores, the process will be repeated with section 3.2 and
finally section 3.3 as required.
