Hi
Flagged and non flagged are the same as flocked and non flocked.

It about the bristles. The flocked brush has the ends of the bristle split which is supposed to offer good scrubbing with soft non scratch results. The downside is that these bristles also retain more dirt so you get a better result by rinsing with the brush off the glass IMO.  The non flocked brush has straight bristles to the end and as they retain less trapped dirt would be better to use when working at height as you can rinse with the brush on the window.

I still prefer the flocked brush, especially for leaded windows, but with better brush design in recent times (ie., the new Superlites by Gardiners) I believe they are much in a muchness - its all down to personal preferances. We use both and I am happy with either.
