I've researched the facts, they're contained in WAHD 2005, and I know what the top bloke in HSE says on the subject with regards to window cleaners.  He says that ladders aren't banned, but window cleaners should look to other possible methods before resorting to using ladders.

And when ladders are used, where its not reasonably practical to use other methods (such as WFP), then they should be used in a certain (safe) way.

Ladders are not banned, but they should be used in conjunction with RA & MS in line with the WAHR, and as such using support devices and actually thinking what you are doing when using them like not placing wet ladders onto a polished floor.    :
