I've a couple like this, either you swivel the brush through 90 degrees, oh, ad I also add an extra angle adapter to give me further reach (the lightweight plastic ones) I have found this more effective than a gooseneck.
If it is still too deep to reach then I take off ladder, lean ladder against balcony railings and do it from there.
I don't climb over the railings mind, I just pole them off the ladder.

either through the ralings or use a 30 foot excell there is enough bend in them to go clean over the top

i still think it would be easier and do a better job to get the ladder of for these ones.but try both ways i might be wrong .
better to remain silent and be thought a fool than to speak out and remove any doubt

To be honest i`d probobly jump over the railings.
