NWH, I had this problem too, it was mainly because I did not actually read the manual, not that I am saying that is what you did too.
The charger has a certain amount of intelligence (though I admit it looks like a fancy plug), it will charge at fast rate until it sees some resistance and then switches to a slow trickle. I have not managed to make mine run out yet, basically stick it on charge over night and it is ready for the next morning. The charger itself kicks out 1amp, the Battery is 7A/hr. So 7 hrs should charge it from flat to full. However you want to prevent it from running flat as it does the battery no good at all, the back pack itself also has a certain amount of intelligence and will cut off if the voltage drops too low rather than run the battery dry.
