i have had dhss check my contacts out and they have had no problems with them when any of my staff are signing and do the little bit of work they can. as long as you provide work returns and keep records it no problem.
even if they are no signing they still can work on these type of contacts i did for year as a car valeter. most dealers employ contractors to clean their cars and these contractors then take on self employed people. the idea is that they don't work at one place. this works really well for all, as the cont actor can move staff around as he like with no problems from the dealer or the self employed cleaner.
you are right when you say about working in one place they "should"n be employed, but we all know that it goes on.
as long as you get a contact filled out stating that they will pay their own NI and Tax and you have records it not a problem.
the government likes this type of employment as it get people out working and earning and with time they hope of the dole. I clean for a business that has all its staff on these contacts. and they had a visit from the dhss and the tax. they checked out the staff addresses and that was it, no problems.
as business people this will be the only way to expand your business without all the strings that come with employing people. you cant guarantee work each week, and as long as they provide van equipment etc you should have no problems.
with regards leaflets, just look at it you are paying a company to deliver, you get an invoice and you pay it. it would make sense that the person delivering got other non cleaning leaflets to drop at same time this would increase the money earned. just make sure your is the biggest so that any other leaflets go inside yours, that's why A3 flyers are so good.
