That's definitely one for the big boys - especially as deposits seem to be required.
I had a quick read through and, if I have understood correctly, there appears to be a major conflict.

In a document it states:-

1.1   The Council intends to work in close partnership with the successful service providers to achieve the objectives of this Contract, which is to ensure that the cleaning service is maintained and improved upon during the life of the contract.

The priority for all parties will be to secure best value for money, recognising that both sides should benefit from such improvements or business development, with this standard being maintained at all times.

This will be achieved through:

Agreeing to action any changes to the cleaning specifications.

Dealing with all complaints within a minimum time frame.

Developing new ways of working during the life of each contract and ensuring continuous improvement in the delivery of the service.

1.9   Contractors will be expected to show that their staff are competent and experienced in, but not limited to, the following areas where appropriate:

General Building Cleaning

Window cleaning

Specialist cleaning

Supervision and management

but later on, in the same document it says:-

7.1Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE)
   and Workforce Issues

7.1 appears to mean that staff already working the contract with another company should be taken on for the new contract.

What I wonder is how you can guarantee the first bit with staff that you don't even know yet.

Anyway, it's not my problem.  They are after tenders from companies who have a turnover of three times the contract value so that rules me out by a VERY long way.
