Get your CIS Certificate!

I recently learned the hard way this bit of useful info:

Any cleaning work carried out on a sub-contracting basis on a construction site (including cleaning on completion) i.e builders cleans etc. requires that you have a Construction Industry Subcontractors certificate.  ???

If you don't have one you might not get paid. :o

They are pretty easy to get, you just need to fill in some forms and give a passport photo. :P

Just thought I'd share that with you if you didn't already know. ;)

I'm applying for mine now so I can get paid for a cleaning job I did for a shopfittting company on completion of a refurb.

i had to go through the same thing last year as the company I was working for was holding my money,
I called I/R and after a while was told as long as you are not carrying out the cleaning of the windows as they were being fitted then this is not classed as construction so did not have to have a CIS Certi

I was told that I needed one because it was on completion of work carried out internally.

Plus,  I was being paid by a shopfitting  company.

All i know I was told if the building is up, windows fitted then you go in to clean then it don't come under construction.
I made quite a big thing out of it as I did not want any company apart from me taking money from the total I was billing them for.
if you look through the forum in the early posts you will see a bit on CIS can't remember the dates.

Ditto Alan, I was told the same by the Inland Revenue.

Same if you carry out gutter cleaning for them.

You are exempt ifrom requiring a certificate if you are cleaning the exterior of the building

Hi easy clean
I'm not sure,
The job I was doing was to clean all the viewing gallery to a swimming pool, both sides, That's internal
I think if its the route you want to go down and don't mind them deducting you all well and good but personally I don't you do your work they pay you your money in full.

Yes i know all that but the bulding company erected a new shopping complex we cleaned..cladding and windows and obviouslly they knock these buildings up every day.They told me as long as you dont cleqan the inside windows you dont need a cis certificate and having this is so they can deuct the 18% tax before they pay you

From the Horses Mouth- This is taken from The Inland Revenue's Guide to what is in and what is outside of the CIS scheme. Glyn

7.13 Internal cleaning is treated as a construction operation if it is undertaken whilst the construction contract is in progress.

It does not include external cleaning or routine cleaning undertaken on existing commercial or industrial premises that are not undergoing any types of construction operations.

From the link on Alan's post and reading other comments, I think even the Inland Revenue aren't sure.

The guy I spoke to from IR didn't sound overly confident.

I guess if your being paid by the construction contractors then the construction contract would still be in progress. Them employing you makes you a sub-contractor.  :-/ Then if your'e cleaning inside ???.....or outside if they are being fitted :P  that would mean you would need one  ::) unless....... :-[

Finishing operations

7.16 Work that 'renders complete' or finishes off any of the construction operations under the previous sections will be construction operations. For example, in most modern commercial buildings much of the internal fixtures and fittings will be included in the design specifications and a building will not be considered 'complete' without them.


The important feature of this section is that the work done is not considered a 'construction operation' in its own right. It must be considered as part of the overall work that is being carried out as well as part of the contract as a whole. Often, the same work will not be a construction operation if carried out in isolation. For example, tree planting and landscaping in the course of forestry or estate management are not construction operations.

No wonder the IR are confused when you phone them.
They are reading the same blah, blah, blah contradictory jargon as this. (Note earlier post  point 7.13 of same site.)

If the work is external you are OK according to point 7.13. (As long as construction has stopped)
But is doing a builders clean externally 'finishing off' or
'rendering complete'?
