Cimex handle won’t lower

  Went to a Job yesterday and my Cimex  handle wouldn’t move it’s not been used in 4-5 weeks so I think it’s rusted up a bit, anyone had this problem? Tried wd40 but no joy

Many years ago mine did it I put craftex rust remover
