We Use Uikit Front end frame work it is the best responsive framework available .  it based on a flexible grid system but does a lot more than just make a site responsive

Most Web Developers should use a front end framework like bootstrap  etc there are quite a few to choose from
I use Uikit 3 which is built apon a responsive framework.

touch is included in the frame work the point of a good framework is to do this work for you with cross browser support
