Regarding the type of brush I tend to use a Gardiner sill (radial) brush as is less chance of the stock coming into contact with the sills

To remove marks on sills I would tend to use magic sponges (again from china bought in bulk) and if need be an upvc restore product. They usually look worse than they actually are though if only light scratches if for say dirt etc gets into them.

Magic eraser pads are widely available on the net and yes they are wonderful pads for removing heavily ingrained soils from pvc surfaces best used in combination with your preferred cream/paste or liquid cleaners, but in fairness they will not remove scratches from pvc surfaces.

If these are crayon like markings from the brush head I've used Astonish paste.  Comes up a treat ....

+1

Great stuff covers over minor scratches leaves a nice finish

Also meant to add magic eraser pads are lightly abrasive and if you scrub the pvc surface with too much pressure they can abrade the natural sheen finish on pvc and leave behind dull looking patches, to err on the side of caution use them in combination with your preferred cream/paste liquid cleaners with just enough pressure not to cause detrimental damage to the surface, also just to share always use them damp when cleaning any hard surfaces. Just to share guys using a damp magic eraser pad with tap water alone will completely remove sellotape or adhesive residue marks left behind from window stickers, of course a small bit of scrubbing required but won't cause any scratching on the glass.
