Have always had good results with "oiltechnics OT8" might need 2 applications depending how old stain, as with all chems temp is important for best results.  I would view lifting and replacing blocks as last resort.

I bought recently some no-nonsense heavy duty degreaser to try out for F/S/G cleans also old oil staines on one of my lads block paving drive. Cheap as chips but yet to try it out on oil stains so have no idea if it's any good or not.
