Do you use it neat on paving etc or dilute it?

Depends on how bad the black spot is, but yes on occasion I've needed it neat, but try to make sure any spray or run off isn't going onto grass or into flower beds

I walk around after I've applied the diluted hypo with a half bucket of neat hypo, I dip a car wash brush into it and brush any areas that need extra attention.

I used to dillute and often didn't shift the offending article, so I usually now just apply neat, get paid, and move on to the next job.

Don't think I would have the balls to be using 15% neat hypo all over a surface myself.
The odd bit maybe but not the whole area as the runoff would be very strong still.
