Supposing it did need locked then yes it would defeat the purpose on the small minority of windows as you would not be able to start and stop the water, but don't forget how easy it would be on the very large percentage. I had a few windows when I worked that the brush I used couldn't get into, and had to use a cut down brush, I never through the brush away because it didn't work on all the windows. It was still the best brush for doing the majority of windows I had.
