contractor to undertake the cleaning of various office and public premises
under its ownership. The premises are within the boundaries of the City of

of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public

misconducts listed at Article 45(2) of Directive 2004/18/EC (see also
