Agreement for Cleaning and Grounds Maintenance divided into two Lots,
namely:
Lot 1 (Regions One and Two) – Lincolnshire, Bedfordshire,
Northamptonshire, Buckinghamshire, Berkshire, Cambridgeshire, Norfolk,
Suffolk, Hertfordshire, Essex and the London Boroughs of Havering, Camden,
Islington, Harringay, Enfield, Hackney, Waltham Forest, Redbridge, Waltham
Forest, Newham and Barking & Dagenham.
Lot 2 (Region Three and Four) – Surrey, Sussex and the London Boroughs of
Barnet, Brent, Harrow, Hillingdon, Westminster, Kensington and Chelsea,
Hammersmith & Fulham, Ealing, Wandsworth, Richmond, Hounslow, Kingston
Upon Thames, Sutton, Merton, Croydon, Lambeth, Bromley, Southwark,
Lewisham, Greenwich, Tower Hamlets and Bexley.
The Contracting Authority, Genesis Housing Association (GHA), on behalf of
itself and its subsidiaries (both current and future subsidiaries) is
seeking expressions of interest from suitably qualified and experienced
service providers to enter into an agreement for the provision of the
services below to its housing stock in the areas referenced above ('the
Contract').
GHA deliver Cleaning & Grounds Maintenance services to approximately 13
500 properties. The properties include General Needs, Intermediate Rents,
Key Places / Key Workers, Leasehold & Shared Ownership, Non-Residential
Properties, Residential Letting and Supporting Housing'.
It is anticipated that the Contract will require the following services to
be delivered:
Communal Cleaning (including windows)
Graffiti / Fly Posting Removal
Deep Cleans
Bulk Rubbish / Fly Tipping Removal
Environmental Waste Removal
Paladin Bin Cleaning and Replacement
Litter Picking
Grass Cutting
Shrub, Rose & Hedge Maintenance
Tree Maintenance (including at height)
Weed Spraying
Pest Control
Gritting / Snow Clearance
Lamp Replacement (not at height)
Playground Equipment Maintenance
It is anticipated that the Contract will commence on or around March 2014
and that the services to be provided under it will start on or around
1.5.2014 except in relation to cleaning and grounds maintenance services
in the London boroughs of Brent, Camden, Barnet and Westminster as well as
in East London which are anticipated to commence in January 2015.
The Contract will be for an initial service period of 5 years (subject to
satisfactory performance and break clauses) with the option for GHA to
extend the contract period through one or more extensions up to a maximum
of a further 5 years.

GHA requires the Contract to be with a legal entity. It reserves the right
to require groupings of contractors to take a particular legal form or to
require a single contractor to take primary liability. Members of any
consortium shall be jointly and severally liable. Legal bodies shall be
companies, partnerships or unincorporated joint ventures.

Information and formalities necessary for evaluating if the requirements
are met: (1) All candidates will be required to produce a certificate or
declaration demonstrating that they are not bankrupt or the subject of an
administration order, are not being wound-up, have not granted a trust
deed, are not the subject of a petition presented for sequestration of
their estate, have not had a receiver, manager or administrator appointed
and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or
declaration demonstrating that the candidate, their directors, or any
other person who has powers of representation, decision or control of the
candidate has not been convicted of conspiracy, corruption, bribery, or
money laundering. Failure to provide such a declaration will result in the
candidate being declared ineligible and they will not be selected to
participate in this procurement process.
(3) All candidates will be required to produce a certificate or
declaration demonstrating that they have not been convicted of a criminal
offence relating to the conduct of their business or profession.
(4) All candidates will be required to produce a certificate or
declaration demonstrating that they have not committed an act of grave
misconduct in the course of their business or profession.
(5) All candidates must comply with the requirements of the State in which
they are established, regarding registration on the professional or trade
register.
(6) Any candidate found to be guilty of serious misrepresentation in
providing any information required, may be declared ineligible and not
selected to continue with this procurement process.
(7) All candidates will have to demonstrate that they are licensed, or a
member of the relevant organisation, in the State where they are

Contract.
3. All applicants are solely responsible for their costs and expenses

circumstances will GHA or any of its advisers be liable for any costs or
expenses borne by the applicant or its associated relevant organisations
or any of its advisers in this process whether the applicant is successful
