The British Library (BL) has identified the need to decontaminate, clean
and prepare for transport approximately 33,000 collection items (bound
newspapers and periodicals) stored in the Library's premises at Colindale,
London NW9. Analysis of these materials has identified contamination with
low-levels of asbestos. The unique nature of the British Library's
collection materials demand that the contractor finally selected to
undertake the work must be able to demonstrate a proven track-record of
deploying their services successfully in situations and circumstances
analogous to those set out in this document - i.e. large-scale, complex,
in-situ, decontamination and cleaning of vulnerable printed documents and
materials contaminated with low-levels of asbestos (mainly chrysotile
cement dust). The selected contractor must be able to deploy an
appropriately licenced and experienced team led by senior personnel with
the appropriate skill sets, demonstrating relevant experience and a proven
track record of service delivery and offering excellent value for money.
Cleaning methodology, quality control and programme management to a
demanding timetable are key success factors. The Library will separately
procure an independent asbestos analytical company to monitor these works
and certify the cleaning process. In addition the Library will engage the
services of a specialist H&S Project Manager. The works are to be carried
out in full compliance with all current asbestos legislation and best
practice.
