The contract is for the provision of Corporate Building Cleaning, Window
Cleaning, Washroom Consumables and Cleaning Materials; these are defined
as core services to be delivered at the outset of the contract. The
following additional services may be delivered throughout the life of the
contract:
High level cleaning
Kitchen cleaning
Specialist cleaning
Feminine hygiene
Shredded / confidential paper
Hazardous Waste and Chemical Waste Collection
General Waste collection
The core and additional services are to be provided for the entirety of
the WSCC Corporate Estate approximately 190 buildings including
Administrative, Fire & Rescue Services, Social & Caring Services, Library
services, Children and Family Centres (this is not an exhaustive list).
Other permitted public bodies in accordance with the Public Contract
Regulations 2006 (including educational establishments) within the
geographical boundaries of West Sussex will be permitted to use the
resulting contract(s).

Suppliers will be expected to deliver services that demonstrate a Best
Value approach as defined by the government. The contract term will be for
a period of 3 years and may be extended depending on the on-going need,
budget availability and contract performance up to a period of 4 years to
a maximum contract period of 7 years. Public Liability Insurance of a
minimum of 10 000 000 GBP million and Employers Liability Insurance of a
minimum of 10 000 000 GBP will be required. West Sussex County Council is
a Public Authority within the meaning of the Freedom of Information Act
2000 and all correspondence received will be dealt with in accordance with
the Act.
The Contracting Authority intends to use the West Sussex eSourcing portal
in this procurement exercise and reserves the right to use a reverse
auction.
Other permitted public bodies in accordance with the Public Contract
Regulations 2006 (including educational establishments) within the
geographical boundaries of West Sussex will be permitted to use the
resulting contract(s), should they wish to do so.
The value range GBP 7,000,000 to GBP 49,000,000 stated in this contract
notice is due to West Sussex County Council not being able to confirm the
value of requirements at all the sites, of the other services that may be
included in the contract arrangements in the future, and of the activity
of the other permitted public bodies who may use this contract during its
lifetime.
However WSCC would not put more than the advertised maximum value of GBP
49,000,000 through the contract.

WSCC has decided to divide the opportunity to provide these services into
2 Lots:
Lot 1: Geographical area of Chichester, Bognor Regis
Lot 2: Geographical area of Crawley, Horsham, Mid-Sussex and Worthing.
Bidders may apply for Lot 1, Lot 2 or both Lots. Bidders will not,
however, be permitted to tender for part of any individual Lot. Bidders
will be required to confirm in their PQQ submission the Lots for which
they are interested in bidding.
As a result of this division, WSCC may award one contract for Lot 1, one
contract for Lot 2 or alternatively a single contract for Lot 1 and 2
combined service.
WSCC reserves the right not to contract for any part or all of the
services (Lot 1, Lot 2, etc).
A bidder briefing event for service providers is being held on Monday
15.4.2013 at 14:00 to 16:00 in Committee Room 1, County Hall, West Street,
Chichester, PO19 1RQ. Providers interested in participating in this
opportunity are encouraged to attend this event and register their
