II.1.5) Short description of the contract or purchase(s)
Birmingham City Council invites suitably experienced organisations to make
an application to be considered for inclusion on a select list of
tenderers for the Provision of a Cleaning Service for Housing
Accommodation including, Low Rise Accommodation, Sheltered Housing and
Temporary Accommodation. The Contract will be split into four geographical
lots as follows (1) North, (2) East, (3) South and (4) West and Central.
Tenderers can bid for 1 or all lots as detailed in the Invitation to
Tender document.
The Contract will be for an initial period of two years commencing in
November 2013 with the option to extend for up to a further two years at
the Councils discretion.
The Council will be using its e-tendering system (in-tend) for the
administration of this procurement process and providers must register
with the system to be able to access the documentation and express an
interest. The web address is

The contracting authority considers that this contract may be suitable for
economic operators that are small or medium enterprises (SME"s). However,
any selection of tenderers will be based solely on the criteria set out
for the procurement, and the contract will be awarded on the basis of the
most economically advantageous tender. Organisations wishing to apply for
the tender documents must notify the City Council of their interest no
later than 17:00 hours on Thursday, 7.3.2013. In return organisations will
be sent a pre-qualification questionnaire which must be completed and
returned no later than 12:00 hours on Friday, 8.3.2013. Tenderers will be
required to supply to the Authority evidence showing their economic and
financial standing, technical ability including satisfactory policies and
documentation for race relations, environmental impact and health and
safety. When executing the contract in the UK the successful tenderer will
be required to comply with the recommendations of the "Code of Practice
