Description of the contract:
The awarding authority is seeking expressions of interest from suitably
qualified organisations for the provision of Facilities Services to the Councils
corporate portfolio and buy back schools, in three specific work streams (Lots)
1) Repairs and Maintenance - The provision of a responsive maintenance service
operating day to day repairs 24/7 together with a comprehensive planned
maintenance service for all mechanical, electrical and building fabric
installations. The service
provider will also be required to carry out small projects up to #50k arising
from the core activity. The annual value of the R&M service is in the range of

2) Building Cleaning - The provision of a comprehensive building cleaning
contract including window cleaning operating to suit individual buildings
operational pattern. The contract will include all cleaning activity, materials
and domestic supplies and
will also incorporate such items as deep cleans, body spills and deep cleans of
school kitchen. The annual value of the building cleaning service is in the
range of #0.8m - #1.5m
3) Facility Management ? The provision of a responsive building management
facility service operating 24 hours 365 day a year incorporating a Helpdesk to
serve all three work streams and covers Security (day time and responsive out of
hours), caretaking,
postal services, building management and reception and function services
together with management of a number of soft services including confidential
waste, stationery supplies, document storage, furniture purchasing and disposals
and room bookings. The
annual value of the Facility Management service is in the range of #1.0m - #1.5m

The contract will initially be for a period of seven (7) years commencing on 1st
April 2014 with the option to extend the contract for a further 3 years.
The Council is tendering this contract through the London Tenders e-tendering
portal, our preferred method of advertising and managing contract opportunities.

Social benefits shall be relevant to this contract and the appointed supplier
will be required to actively participate in achieving these objectives. Contract
performance conditions will relate to social, environmental and environmental
considerations.
The suppliers? technical ability to meet these requirements shall be assessed at
the pre-qualification stage and will form part of the contract award criteria.

A pre-qualification questionnaire is available on the portal which the Council
shall evaluate to identify the shortlisted suppliers to be invited to tender.
It is the opinion of the London Borough of Sutton that TUPE will apply to this
Contract in respect of all three lots.

The Council shall not be bound to accept the lowest cost or any tender. The
award of contract shall be based on the most economically advantageous tender
submitted.
