Brick cleaning

i'm having trouble cleaning these bricks on a new build i'm working on, the bricks are like a red enginneer brick, i am mixing strong solutions of brick acid washing them at least twice sometimes three times & there are still cement like stains that will not shift,
i have cleaned red brick before though not the easiest brick to clean never had anything this bad,
any idea's,

Always use adequate safety precautions!Reduce the need for acid cleaning by cleaning ‘as you go’ during laying.
Ensure sufficient pre-wetting of the brickwork prior to applying hydrochloric acid. Apply an acid solution of the correct strength. Acid solutions that are too strong are a problem.Ensure that the brickwork is sufficiently rinsed after cleaning.
Light coloured bricks should be rinsed with a neutralising solution.
