Cowboy wheelie bin cleaners and the Environment Agency

Just wondering if anyone has had any experience with the Environment Agency regarding washing wheelie bins out in the street, I'm sure you have all see the page on their website concerning the issue :

Has anyone heard any stories if they had or any excuses from them why not?

There's a couple local to me self contained but there's also quite a few who don't give a Brad Pitt. See them tipping out all the bits that normally stick to the bottom of the bin let alone the contaminated water.

I looked into starting out in this years ago, went into local council to discuss waste water and tipping it down the drain was a big NO NO.

The problem is lack of environmental officers to manage the problem.
