II.1.5) Short description of the contract or purchase(s)
Kingston University is looking for opportunities to accommodate its
students in appropriate and affordable student accommodation and which
includes a managed service(s) provision delivered by the accommodation
provider. The provider will be responsible for managing hard FM services
such as building fabric and services maintenance and repair to the
property.
For all Halls of residences there are a range of other services which need
to be provided and these include, but are not limited to, preparation of
building, rooms, and common areas for arrival of students, management of
the arrival and induction of students, fully manned out of hours service
provision, cleaning of communal areas, deep cleaning, security of the
building, hall management services, Tenancy Management Services, provision
of pastoral care and welfare. It is possible for the accommodation
provider to supply all or some of these managed student services with the
University providing the remaining managed services directly.
In principle the University will look to increase the number of units
available to students as a consequence of the outcome of this procedure
within a limit of 1,500 units. The University may make multiple contract
awards to one or more bidders in order to meet its requirements.
The proposed property/properties should be complete and ready for
occupation by (or before) early September 2013.
The bidders accommodation is likely to be purpose built and available
under an occupation agreement (e.g. lease or nomination agreement). The
University has a strong preference for properties of around 200 units and
upwards.

The University has a preference for properties within a 30 minute travel
time to one of the Kingston University teaching campuses at Kingston Hill,
Penrhyn Road, Knights Park, and Roehampton Vale via regular public
transport, bicycle, or walking, AND which fall within a five mile radius
of central Kingston upon Thames, as measured from Kingston Station
(National Rail), postcode KT1 1UJ.
This contract opportunity does not include scope for dialogue on land and
property development options, or property lease options without hard FM
services such as building fabric and services maintenance and repair as
referred to above. Those options, where pursued, will be procured through
separately managed procedures as and when executed.
