shared ownership, right to buy, outright sale and sheltered care schemes.

Vela is seeking to award a contract for Building Cleaning Services and
Window Cleaning Services. The geographical areas covered under this
contract are Stockton on Tees and Hartlepool. The contract is for an
initial 3 year period with the options to extend the contract by 1 x 12
month and 1 x 12 month periods. The Vela Group has identified a total
budget cost for the provision of the services over the five year period of
3 330 000 GBP excluding VAT. This represents an annual budget cost of 666
000 GBP excluding VAT. Suppliers are to note that after completion of the
first year, the contract will attract an annual uplift in line with the
consumer price Index for each remaining applicable year of the contract
period. The elements required under this contract include but are not
limited to office cleaning, external window cleaning, communal cleaning,
sheltered accommodation cleaning and other building cleaning related

Suppliers are to note that the Transfer of Undertakings (Protection of
Employment) Regulations 2006 (TUPE) will apply to this tender and only
those suppliers who are invited to tender will receive the appropriate

Precise information on deadline(s) for lodging appeals: Vela Group will
incorporate a minimum 10 calendar-day standstill period at the point
information on the award of contractis communicated to tenderers. This
period allows unsuccessful tenderers to seek further debriefing from Vela
Group before the contract is entered into. Such information should be

regarding the award of Contract has not been successfully resolved, the
Public Contracts Regulations 2006 (SI 2006 no 5) as amended by the Public

aggrieved parties who have been harmed, or are at risk of harm, by a
breach of the rules, to take action in the High Court (England, Wales
