II.1.5) Short description of the contract or purchase(s)
The City of Edinburgh Council is seeking to commission a suitably
qualified and experienced contactor for the provision of communal stair
and open access deck cleaning services, to service 2493no (Number of
properties may fluctuate) occupied Council and Private domestic Buildings
within the boundaries of the City of Edinburgh Council.
The framework is planned to start following successful conclusion to the
tendering process during June 2012 and will continue for a maximum period
of four years, ending no later than 30.6.2016.
The award criteria is based on a value for money ratio of 60 % Price and
40 % Quality.
Contractors will be aware that being appointed to the Framework is no
guarantee of some or any work and that the Council will apply the
following methodology to all orders placed:
— the contractor ranking 1st within the Framework (offering best value

considering cost and quality determined at award stage) will be offered
the business in the first instance,
— if, for whatever reason, the 1st ranking contractor is not available the
2nd ranking contractor will be offered the work and so on.
This arrangement is required to drive best value whilst ensuring business
continuity.
On instruction from a designated Officer from the City of Edinburgh
Council the contractor shall carry out:
— “Standard” weekly cleans to Council property as detailed within the
Service Specification,
— “Standard” fortnightly cleans to Private property as detailed within the
Service Specification,
— “Special” one off cleans on an as and when required basis,
— Demonstrate a responsive and flexible approach to work and response
times as detailed within the Service Specification,
— Emergency or Specialised cleaning arranged on an as and when basis,
— Emergency assistance to other Council Services during periods of severe
weather conditions.
The Council reserve the right to carry out Mini Competitions for non
standard works tendered via the Quick Quote system.
In order to deliver this Service Community Benefits will be considered
during the ITT stage of this Tender exercise.
This supports 'The Edinburgh Guarantee' whereby the Council will take
positive action to increase the number of opportunities that it offers to
young people and to provide additional targeted support to maximise their

(Scotland) Regulations 2006 may bring proceedings in the Sheriff Court or
the Court of Session. The City of Edinburgh Council (CEC) will have a
minimum standstill period of 10 days before awarding the contract. The
communication of the award decision notice will be sent by fax or e-mail
to all tenderers on day 1 of the standstill period. If proceedings are
started in the Sheriff Court or the Court of Session against CEC in
respect of the decision to award the contract within the standstill period
then CEC is prevented from awarding the contract. Post contract award the
Sheriff Court or the Court of Session may (1) award damages provided
proceedings are brought within 3 months from the date when the grounds for
the bringing of the proceedings first arose (2) be entitled to issue an
ineffectiveness order or impose a financial penalty on CEC. A claim for an
ineffectiveness order must be made within 30 days of the Contract Award
Notice being published in the OJEU or within 30 days of the date those who
expressed an interest in or otherwise bid for the contract were informed
of the conclusion of the contract or in any other case within 6 months
from the date on which the contract was entered into.
