Cleaning and sanitation services. Accommodation cleaning services. Refuse
collection services. The provision of Boroughwide cleaning and associated
services for sheltered housing, aged and homeless persons dwellings. The
contract will commence on 2.12.2012 and will be for a period of 2 years, 7
months and 22 days with a possible further mutually agreed extension of up
to 2 years. Applications will only be considered from organisations who
are to demonstrate that they have experience in providing such services.
It is anticipated that tenders will be sought in May 2012.

II.2.1) Total quantity or scope:
The contract will consist of providing the services to cover the following
approximate numbers of properties:
— Sheltered housing (1 078 residential properties on 25 sites),
— Aged persons dwellings (36 residential properties in 4 blocks),
— Homeless persons dwellings (126 residential properties in 8 blocks).
The contract, in broad terms, requires the service provider to:
— Clean internal communal areas, including lifts, lobbies, stairs and
stairways, landings and the like,
— Clean communal bathrooms and shower rooms, including the cleaning and
disinfecting of all sanitary fittings, wall tiling etc.,
— Remove litter and other refuse from internal areas,
— Remove and safely dispose of bulky refuse from internal areas.
The service will be required Monday to Friday, 52 weeks per year. The
estimated annual value of the contract is 156 000 GBP.

Objective criteria for choosing the limited number of candidates:
Organisations wishing to be considered for selection to tender are
required to complete a pre-qualifying questionnaire (PQQ) which should be
obtained from Miss Paula Chuard, Principal Procurement Officer either by
e-mail at
pchuard@wandsworth.gov.uk or by post from Housing Department,
Wandsworth Borough Council 17-27 Garratt Lane, Wandsworth High Street,
London SW18 4AE, UNITED KINGDOM. Completed PQQs along with any supporting
documentation must be submitted by 12:00 noon on Monday 30.1.2012. Late
submissions will not be considered.
Selection for inclusion within the tender list will be based on the
following criteria:
(a) Evidence of at least 3 years experience of providing cleaning services
in a residential setting with a proven track record of working alongside a
vulnerable client group;
(b) Evidence of proven capability to undertake the requirements of the
contract;
(c) Evidence of sufficient resources to fulfil the obligations of the
contract;
(d) Evidence of ability to deliver to the contract standard drawn from
references for current and recent contracts of a similar size and nature;
(e) Sufficient suitably qualified staff to cover the relevant essential
areas of expertise set out above;
(f) Key personnel must have good technical knowledge with a minimum of 5
years experience;
(g) Evidence of economic and financial standing in respect of viability to
perform the services including the submission and evaluation of 3 years
financial accounts, the last being no more than 18 months old;
(h) Evidence of Public Liability insurance cover to a minimum of 5 000 000
GBP per occurrence and employers liability to a minimum of 10 000 000 GBP
or statements that this will be obtained if awarded the contract;
(i) Evidence that the organisation has an annual turnover equivalent to at
least twice the contract value; and
(j) Evidence of a sound record of quality standards, including complaint
handling, health and safety and equal opportunities.
