I`d look at ground floor flats...work out how long each would take and price for your hourly rate. So if you want £20 per hour and you estimate you can clean 4 flats per hour...price ground floor at £5 per flat.
Then multiply that figure by amount of ground floor flats you have.

Then simply add £1 per flat each storey...
ground- £5
1st - £6
2nd - £7
3rd - £8

so as an example, if each storey has 10 flats per floor:

ground floor = 10 x £5   = £50
1st floor       =  10 x £6  = £60
2nd floor      =  10 x £7  = £70
3rd floor       =  10 x £8  = £80

each block is therefore £260 per approx. 10 hours work.

pricing is simple,

lets be honest, what you can get away with!

As a last resort, go by how long you think it will take to do the job.

Example: Job takes two men a full day (6 hours!)

2 men's wages = £20 per hour (£240) + about 30% of that (£72) for the business = £312 + vat (£54.60) if registered for it.

These are rock bottom prices but expect to be undercut by some idiot who'll do it for £90!

The higher you go, the harder it gets.

Personally I would count up the ground floor windows, and for arguements sake, charge 75p per window, 1st floor @ £1 per window, 2nd floor @ £1.75 per window and 3rd floor at least £2.50 per window.

Those charge rates would be miimum charges for me, but it really depends on you and the area in which you work.

If these are posh flats then load up the price more than you would normally charge.

Also check to see how long it takes to get paid, that should also make a difference as to how much you should charge.

I presume the residents of these flats have a service charge payment the make to the landlord?

If by 3 storey you mean, ground, 1st, 2nd and 3rd floor, then that is quite a lot of high work, don't be afraid to put in a big price, and don't worry about being undercut!!
On work like that you need good prices to make it worthwhile ;)
